STATE INSTITUTION
"SCIENTIFIC AND RESEARCH INSTITUTE OF FINANCE"
1. GENERAL PROVISIONS
1.1. The Charter of the State Institution "Financial Research Institute" (hereinafter referred to as the Charter) determines the organizational, legal, economic and other fundamentals of the activities of the Financial Research Institute (hereinafter referred to as the Institute).
1.2. The founder of the Institute is the Government of the Republic of Tajikistan, and the Ministry of Finance of the Republic of Tajikistan (hereinafter referred to as the Managing Authority) is its managing body.
1.3. The Institute as The organization of the Ministry of Finance of the Republic of Tajikistan.
1.4. Full official name of the Institute:
- in Tajik - State Institution "Financial Research Institute";
- in Russian - State Research and Development Institute of Finance;- with language English : State Agency " Science- research institute of finance ".
1.5. The Institute has a seal with the state emblem, a register of its name in the state and Russian languages, letterheads and stamps. The work of the Institute is carried out in accordance with the requirements established by the legislation of the Republic of Tajikistan.

2. LEGAL STATUS OF THE RESEARCH SITE
2.1. The Institute is a legal entity, has an independent balance sheet, accounts in national and foreign currencies, and also has all property and non-property rights and obligations, and can act in court as a plaintiff and defendant.
2.2. The organizational and legal form of the Research Institute is an institution (state institution).
2.3. The Institute conducts its activities on the basis of the Constitution of the Republic of Tajikistan, codes and laws, decrees and orders of the President of the Republic of Tajikistan, resolutions and orders of the Government of the Republic of Tajikistan, international legal acts recognized by the Republic of Tajikistan, as well as other current legal acts of the Republic of Tajikistan, the Regulations of the Ministry of Finance of the Republic of Tajikistan and this Charter.
2.4. Research center As a legal entity, it is creatively and economically independent.
2.5. Control over the financial and economic activities of the Institute is carried out in accordance with the legislation of the Republic of Tajikistan.
2.6. The Institute is established for an unlimited period of operation.
2.7. The Institute is liable for its obligations with the amount of money at its disposal. If this amount is insufficient, the owner of the Institute's property shall bear additional liability for its obligations.
3. PURPOSE AND MAIN TASKS OF THE RESEARCH INSTITUTE
3.1. The main goal of the Institute is to carry out scientific and research activities in the field of finance, and to achieve this goal, it performs the following tasks:
-based on the results of scientific research, develop proposals for improving regulatory legal acts in the field of tax and budget policy, monetary and credit policy, investment and finance and economics;
- preparation of work and sectoral instructions in the fields of finance, accounting, analytical, audit, customs, economics, treasury and other relevant areas;
- participation in the development and implementation of national accounting and auditing standards in accordance with international standards;
- upon request, develop certification questionnaires to test the level of knowledge of employees in the fields of finance, banking, accounting and other related fields;
- conducting scientific and research activities in the financial, economic and social spheres with the aim of implementing its results in practice;
- planning and conducting international and national conferences, symposia, seminars, consultations, and discussions on important scientific issues;
- publication of materials and a specialized scientific and research journal;
- finding and attracting financial sources for financing scientific and research work;
- development and implementation of joint scientific, research and educational projects based on expanding scientific ties with scientific and research institutions of the republic and foreign countries;
- implementing international cooperation in the field of science and research with international organizations;
- providing scientific and scientific-methodological consultations to budgetary institutions and organizations in the field of finance, economics and other related fields;
- establishing contacts with relevant ministries and departments and facilitating the collection of official data;
- training and providing information on digitalization in specific areas;
- creating a database on the results of scientific and research work of research institutes and higher professional educational institutions in the fields of finance, economics, and banking;
- providing advice on global experience in public finance management and digitalization processes in economic sectors;
- development of scientific and methodological recommendations;
- developing work instructions for employees and specialists in the field of finance and accounting;
- organization of the educational process at the master's and doctoral levels in economics and finance;
- development and submission of prospective scientific and research projects for grant funding to relevant scientific bodies and international organizations and institutions;
- performing other tasks stipulated by the regulatory legal acts of the Republic of Tajikistan.
4. RIGHTS AND OBLIGATIONS OF THE RESEARCH INSTITUTE
4.1. The Institute has the right to:
- cooperate with other organizations and institutions to fulfill its statutory goals and objectives, and conclude agreements and contracts;
- cooperate with employees of the financial sector and other sectors, citizens, organizations and institutions;
- post information about its activities on the official website of the Ministry of Finance of the Republic of Tajikistan, after agreement with the Management Body;
- can activate its own website within its capabilities;
- generate additional funding from sources not prohibited by legislation , including financial assistance from legal entities and individuals;
- provide services and perform work to individuals and legal entities in accordance with the procedure established by the current legislation of the Republic of Tajikistan and this Charter, including on the basis of contracts;
- in agreement with the Founder and the Management Body, in accordance with the established procedure, may obtain loans from credit institutions and purchase property (movable and immovable);
- to conduct its activities, it may purchase stationery, household supplies, spare parts, foreign equipment, technical equipment, vehicles, technology, materials, raw materials and other materials and products necessary for the Research Institute and the well-being of its employees, in compliance with the legislation of the Republic of Tajikistan;
- participate in the implementation of scientific programs of postgraduate students, doctoral students, scientific workers and teachers;
- participate in conducting scientific and methodological research, as well as conferences and symposiums;
- The Institute shall provide consulting services in the process of scientific and research activities of foreign citizens in the Republic of Tajikistan and scientific and research activities of citizens of the Republic of Tajikistan abroad through contracts;
- exercise other rights provided for by the current regulatory legal acts of the Republic of Tajikistan and this Charter.
4.2. Laboratory is obliged;
carry out its activities in accordance with the Constitution of the Republic of Tajikistan, other current regulatory legal acts of the Republic of Tajikistan and this Charter;
- carry out the instructions and instructions of the Founder and the Management Body;
- submit a report on activities to the Founder and the Management Body;
- be liable for its obligations in accordance with the legislation of the Republic of Tajikistan;
- fulfill other obligations stipulated in the current regulatory legal acts of the Republic of Tajikistan.
5. RESEARCH MANAGEMENT
5.1. The supreme governing body of the Institute is the Government of the Republic of Tajikistan, which acts as the Founder of the Institute, and the governing body of the Institute - the Ministry of Finance of the Republic of Tajikistan - ensures the exercise of the rights of the Founder on behalf of the Founder.
5.2. The management body of the Institute has the following rights:
- determines the main areas of activity of the Institute;
- monitors the activities of the Research Institute and reviews its operating, reporting, and documentation;
- approves the unified estimate of income and expenses of the Institute and monitors the annual financial statements of its activities;
establishes and approves the shift schedule and salaries of the Institute's employees;
- appoints and dismisses the Director of the Institute;
- resolves other issues assigned to the Management Body of the Institute by the Founder and the legislation of the Republic of Tajikistan.
5.3. The current activities of the Institute are managed by the Director, who acts as the executive body of the Institute. The Director is appointed and dismissed by order of the Minister of Finance of the Republic of Tajikistan.
5.4. Rights of the Director of the Institute:
- Acts on behalf of the Institute without a power of attorney and ensures timely management of its activities;
- carries out the instructions and instructions of the Founder and the Management Body of the Institute;
- disposes of funds and other property of the Institute in accordance with the procedure established by the current regulatory legal acts of the Republic of Tajikistan and is personally responsible for their intended and effective use;
- Represents and represents the Institute in relations with individuals and legal entities in the Republic of Tajikistan and abroad;
- approves the job descriptions of employees;
- submits the annual report and balance sheet to the Management Body as required and within the established deadlines;
- approves the work plan of employees;
- hires and dismisses employees of the Research Institute (chief accountant in agreement with the Management Body) in accordance with the procedure established by regulatory legal acts, and also takes incentive and disciplinary measures against them;
- issues powers of attorney, signs monetary and banking documents, financial reports, accounting and other documents;
- within the scope of his/her powers, issues orders and decisions, the execution of which is mandatory for employees;
submits complaints and claims on behalf of the Institute to relevant state and judicial authorities against individuals and legal entities;
- plans the activities of the Research Institute, determines its organizational structure, and ensures favorable working conditions for employees;
signs relevant contracts and agreements on behalf of the Institute in accordance with the legislation of the Republic of Tajikistan;
- mobilizes employees for foreign language training, advanced training courses, domestic and foreign business trips in accordance with the procedure established by the regulatory legal acts of the Republic of Tajikistan;
- develops and approves instructions on the formation and use of special funds of the Institute in agreement with the management body;
- has other rights that do not contradict the regulatory legal acts of the Republic of Tajikistan and the Charter of the Institute;
- is personally responsible for fulfilling the obligations assigned to the Institute in accordance with the legislation of the Republic of Tajikistan and this Charter.
5.5. The Institute, as a scientific and research institution, may have an advisory status to its Academic Council.
5.6. The Scientific Council of the Institute is elective and is chaired by the Director of the Institute (ex officio). The number of members of the Scientific Council is odd and may be elected from among the Institute's employees, heads of structures of the central apparatus of the Ministry of Finance, scientists and veterans in the field of finance and banking.
5.7. The Chairman of the Scientific Council of the Research Institute has the right to change the composition and number of members of the Scientific Council, if necessary.
5.8. The organization of the activities of the Scientific Council of the Research Institute is directly entrusted to its Scientific Secretary. The Chairman of the Scientific Council of the Research Institute nominates a candidate for the Scientific Secretary of the Scientific Council from among the members of the Scientific Council for election as Secretary.
5.9. The main form of activity of the Scientific Council is its meeting. Meetings of the Scientific Council are considered to be held if two-thirds of the members of the Scientific Council are present at the meeting.
5.10. The decision of the Scientific Council becomes legally binding only if more than half of the members of the Scientific Council present at the meeting (more than 50%) vote in favor of its adoption.
5.11. Powers of the Council of Scientists:
- reviews, discusses and approves the work plan of the scientific council;
- submits proposals for amendments to the Institute's Charter;
- determines the main directions of implementation of educational and methodological, scientific and research, innovative activities, and international relations;
- considers issues of improving the management of the Institute, including the creation or liquidation of structural units;
- discusses the main issues of economic and social development of the Institute;
- considers and approves the Institute's development strategy, perspective plans, and topics of scientific research for the medium and long term;
- Nominates and recommends employees for state and industry awards;
- considers issues of training, professional development, exchange and motivation of personnel, and makes recommendations for admission to postgraduate, doctoral, postdoctoral studies, and promotion of employees to the positions of research fellow and senior research fellow, and completion of doctoral theses;
- reviews, discusses and approves the report of the director of the Institute and the structural unit;
- considers and discusses important issues of the Institute's activities proposed by the Director;
- considers other issues in accordance with the legislation of the Republic of Tajikistan.
5.12. Meetings of the Scientific Council of the Institute are held once a quarter, and if necessary, extraordinary meetings may be held.
6. STRUCTURE OF THE FOURTH WORKSHOP
6.1. The Institute shall determine its structure and approve it in consultation with the Governing Body.
6.2. The structure of the Research Institute consists of:
- Director;
- Deputy Director;
- chief accountant;
- scientific secretary;
- HR specialist, lawyer;
- Department of "Planning and Budgeting of Public Expenditures";
- Department "Analysis of budget execution and finding new sources of state revenue";
- Department of "Digitalization of Accounting, Bookkeeping and Financial Services";
- service and technical staff .
6.3. The establishment, modification and liquidation of the structure shall be carried out by the Research Institute in agreement with the Management Body.
6.4. The Chief Accountant of the Institute shall carry out his/her activities in accordance with the regulatory legal acts of the Republic of Tajikistan and this Charter, and shall be subordinate to and accountable to the Director of the Institute.
7. RESEARCH PROPERTY
7.1. Research center As a state institution, it has the right to operational management over goods and other property.
7.2. The resources of the Institute's property are provided from the republican budget, special funds of the Institute, and other sources not prohibited by the legislation of the Republic of Tajikistan.
7.3. The property of the Research Institute consists of property provided to it by the Founder and the Management Body for the purpose of conducting its activities, as well as cash and other property obtained as a result of the economic activities of the Research Institute, voluntary contributions and donations from individuals and legal entities.
7.4. The Institute exercises ownership, use and disposal of the property placed at its disposal in accordance with the purposes of its activities in accordance with the provisions of the current regulatory legal acts of the Republic of Tajikistan.
8. FINAL PROVISIONS
8.1. Amendments and additions to this Charter shall be made by order of the Minister of Finance of the Republic of Tajikistan.
8.2. Reorganization and liquidation of the Institute shall be carried out in accordance with the procedure established by the regulatory legal acts of the Republic of Tajikistan.
8.3. In other cases not specified in this Charter, the Institute shall be guided in its activities by the provisions of current regulatory legal acts of the Republic of Tajikistan.
